Literally "lukewarm," used to describe someone who is wishy-washy, uncommitted, or half-hearted. If someone is being tibio with you, they are not fully in but not fully out either, giving you just enough attention to keep you hanging but never enough to feel secure. Very common in dating contexts when someone is playing it too safe and refuses to commit or show real interest.
