In Mexico, an extreme cheapskate who will not spend a single peso even when it is obviously expected. Beyond just being frugal, a pichicato is stingy to a ridiculous or uncomfortable degree: never tipping, never chipping in for group meals, always conveniently forgetting their wallet. Stronger and more colorful than just calling someone "codo."
