Meaning

Someone who talks a big game but never delivers. All noise, zero action. The classic person who has an opinion on everything but vanishes when it is time to actually do something. Very common in Mexican slang.

Examples

Nomás truena por la bocina, a la hora buena no aparece. (He's all talk; when it actually matters, he's nowhere to be found.)

No le hagas caso, solo truena por la bocina. (Don't listen to him, he's just full of hot air.)

Regional synonyms

To leech off shared resources or public funds without contributing anything. In Spain, chupar del bote imagines draining a communal pot: the politicians and career bureaucrats who help themselves to public money while doing nothing useful are the most common targets of this phrase.
