An unbearably annoying person who keeps bugging you about the same thing over and over until you lose your mind. In Argentina and Uruguay this is the go to insult for someone who just will not leave you alone, literally translating to "ball sweller" which gives you a sense of how frustrated you are when using it.

Example

"No seas hinchapelotas, ya te dije que mañana te pago. -> Stop being such a pain in the ass, I already told you I'll pay you tomorrow."

"Mi jefe es un hinchapelotas, me manda veinte mails por día. -> My boss is such a nag, he sends me twenty emails a day."
