Loose change, coins, or small cash in Mexico. It's the slang way to refer to those coins you scrape together from the bottom of your pockets when you need exact change.

He scraped together some feria and bought himself tacos.

In Spain, an insufferably tiresome and persistent person who never reads the room. The word comes from "pelma," a dense sticky mass, which is exactly how it feels to be around one.
